Part 103 eligibility
Plane + Pilot (Dec 2020) reports Top Rudder marketing the 103 Solo as able to meet FAA Part 103, with a published specification set including empty weight 254 lb, fuel 5 gal, max speed 54 mph at 37 hp, stall 24 mph. Separate non–Part 103 sibling is the Ruckus. Actual eligibility depends on the finished aircraft meeting 14 CFR Part 103 limits (not independently verified here). Manufacturer product numeric page for Solo 103 was not live on toprudderaircraft.com at research time — cruise and fuel burn fields are from contemporary press quoting the company / matching dealer performance sheet under the relaxed secondary-with-clear-attribution rule.
